Off-Road Vehicle Registration Begins November 17, 2014
As of Monday, November 17, 2014 voluntary registration of BC's estimated 200,000 off-road vehicles begins in the province and becomes mandatory effective June 1, 2015. Vehicles can be registered with any ICBC insurance agent, including your local HUB International broker; this is a one-time registration for off-road vehicles being operated on Crown land, at a cost of $48 which includes a number plate and registration fee.
This comes following the passing of the Off-Road Vehicle Act on March 24, 2014, and supports the province's Off Road Vehicle Management Framework which is intended to ensure these vehicles, including snowmobiles, are driven in a safe and environmentally responsible manner. It will likely also reduce off-road vehicle theft, as registered vehicles will become part of a provincial database. The new Off-Road Vehicle Act also allows off-road vehicle operators greater access to highways, including the ability to:
Cross a highway without having to obtain an operation permit if the crossing is controlled by a stop sign or traffic light
Cross a highway where local police authorize through an operation permit
Load or unload in a parking lot without an operation permit
Obtain an operation permit with an extended term of up to two years
Expect to see further regulations in the future to address off-road vehicle rules of operation, safety standards, penalties and conditions of use for a wide range of vehicles, including all-terrain vehicles (quads), snowmobiles, dirt bikes and side-by-sides (e.g., Rhinos and Argos).
In order to register your off-road vehicle you will need to provide documentation, including proof of payment of PST on the vehicle. For more information on what is required, please see the Consumer Taxation Branch's Notice to Off-Road Vehicle Owners.
